Sir..
as per the agreement conditions, the builder has to handover the flat for residing and enjoyment purpose.
if he doesn't want to do his job, please issue legal notice stating all issues, deficiency in services, costs for mental agony, etc.
if no reaction. please file a complaint before consumer redressal forum of your district.

we are regularly doing this for this kind of problems.

If you do not receive a response from the secretary, you can issue a legal notice to both the owner and secretary, after which you will be able to initiate legal action at the appropriate court or forum.

What to do if water is leaking from upstairs?

Call a roofer or a plumber. The weather outside can be a good indicator for the type of leak that you have, even if you cannot pinpoint the exact cause. You probably have a leaky roof if it is raining. You probably have a leaky plumbing system if there is no rain. 05-Nov-2020

6. You can also file a complaint with the police if necessary. This is especially true if you suspect negligence or intentional damage. 7. You may have to go to court if all else fails.

Who is responsible for a leak from an upstairs flat?

In these cases, your landlord will be responsible for the repair of any damage. This is because your tenancy contract includes a clause that says they must keep certain things in good condition. This includes maintaining the structure of your house, such as the ceilings, walls and plasterwork.
