Municipal corporation digging a part of our land for water passage

We own a road touch agriculture Land property. There are several private lands A, B(our), C, D, E Adjacent to each other and all beside the road. Clogged water coming from the village during monsoon used to pass from those vacant areas ABCDE which Over the time, other landowners filled with Soil to bring height close to the road. And land B was the only land left with less height. Now we also filled the land with a mixture of stones sand waste building material so as it to be usable. There is no official drainage area anywhere as per government land records but since it might cause water clogging issues(not major) inside the village, we left a passage of 4 feet from left side inside of our land(B). A person wants us to also give passage also from the right side of the land and he complained to Municipal Corporation. People from MC came with JCB to dig the right side of our land to give Passage to water. He is also trying to provoke other people from the village against us. Please assist.
