How to transfer the property in the nominees name after death of owner

Hi, my father-in-law passed away in July. He had a 1 RK in his name with my mother-in-law as nominee. They have 3 sons and 1 daughter who now wish to sell the property. We had booked a lawyer and paid him to get the property transferred to mother-in-law's name so as to sell it. Now the lawyer says that new online rules have come up hence he cannot get the transfer done. He is also returning his fees. All the children had signed on the transferred papers. What do we do now??

After your father in law Death your mother in law and her 3 sons and 1 daughter names r recorded as owner of the property having equal share in the property. If all sons and daughter waive their right on the said property in favor of her name,by making registered waive deed. your father in law had made any will deed u r not mentioned that.
