Can someone acquire and sell a land owned by PWD

In our village some land were acquired by PWD before 1980. But PWD not using those lands. We / villagers are use the land for playing cricket, football etc (in one term playground) since many years. But didn't Now the land owner ( Not PWD) comes for take over the land. By asking them for they shows the searching of records by their name. We have known that the land owner tring to sell the land. Is it possible that land owner can take over the PWD acquired land? Or can sell? By searching the plot record the land owner name comes.

First of all you have no locus standi to challenge the legality or rights of the so called owner even if the land belongs to PWD because it is the dispute between the PWD and the owner and you and the other villager stands nowhere.
Just as a land is lying vacant and you are using them through public at large does not entitle you to claim ownership or right to use the same. At best you can do is to write a letter to PWD stating the present scenario and seek information under the provisions of the RTI regarding the status and ownership of the said land.

No you can't sale the land acquired by PWD if it has been legally acquired observing all the formality. However the land owner whose land has been acquired had not been given compensation can initiate a case against PWD claiming repossession of his land or compensation.
