Can a kabooliyatnama b considered as a deed? Can any1 record himself as a owner of a plot on the basic of kabooliyatnama given to him?

Certainly not.you are not the owner of the property until and unless deal is finished consequent upon fulfilment of offer and accepted terms and conditions on the part of both buyer and seller of the property , registration of transfer of such property in lawful manner and mutation of said property.
