Can I approach RERA for refund?

I booked a flat in Noida with a builder in 2010 and finally after 10 years builder is ready to offer possession of the Flat. However he is asking to me to take it on sublease rather than getting it registered in my name. It seems like builder has huge pending dues to Noida authority which has debarred him from getting flats registered. I am not keen on getting the flat on sublease as it means the builder is no longer liable for anything and I can't sell my flat. My question is- Can I approach RERA and ask for refund with due interest ?

Dear client, I have seen your query carefully and found that you want to refund your money which was deposited by you for the purpose of purchasing a new flat. In this regard it is to inform you that you can file a petition against builder either in RERA court or before the concerned consumer Forum. From my proffessional experience I can advise youthat it is better to file petition in District Consumer Forum because in RERA court the presiding officials are from the background of beurocrates and they don't apply his judicial mind at the time of passing the judgment.
