Buying flat in Hyderabad , having plainchant permission

Hi Sir,
im going to buy a flat in boduppal area, which is having panchayit permission registered.
flat is in 2nd floor, now the area came under municipal and he has paying the municipal property tax from past 2 years.
is it right to purchase this flat, few of the banks are not giving the loans on this property.
Please suggest, and i also done sale agreement, if i want to withdraw from sale agreement what will happens.
before going to buy it is advisable to verify legally like link documents history of the property, permissions and also possession of the property if every thing is in right way than you can proceed to buy property .
