Adding a joint name of my sister in our parental propertt

We are hindu. We have a parental property. A 2bhk flat. Which was previously in joint names of our parents..after our fathers death, nw it is in my mother's name..however we are two sisters..and my elder sister is not married and she will not marry in future..I want my sister's name to be added as joint name with my mothers name in that 2bhk flat..I want this to be happen only for her security .. The soceity secretary is sayin that it is not possible..please guide me....what are the procedures..

Dear Querist, I presume after your fathers death, your mothers name is entered in share certificate. If yes, then your mother can execute a Deed of Gift in favour of your sister.
or else your mother can execute a gift deed for 50% share in flat and execute a will for balance 50% share which willbe bequeathed to your sister later.
