No its never late to lodge an F.I.R. for an aggrieved....So you can go for it...
Whats your issue?? If possible tell it clearly and more elanorately...
Lest you can send a legal notice also till then or prima facie if you want it to get settled outside court...

if you husband has given a divorce in away of shariyat which is jayaz, only dan he can file a declaration for the same.
If u don't want to go to Pune u can send and affidavit of acknowledgement that u accept the divorce.

Firstly you need to file application in Pune family court then reply you can not travel as well as not suitable and comfortable such place and you need order copy or file petition on which file by husband in Pune court then you file a petition in Lucknow bench and transfer of case Pune to in your destination where you lived it
