Tenant agreeing to pay but neither paying nor vacating

Society flat in Rohini.More than 8 months rent is due.Tenant not paying & procrastinating.He is also not vacating despite agreeing in writing as 31st August 2019 being the last non negotiable date of vacating.
Again seeking more time & frustrating me.
Start by shooting a strongly worded Legal Notice to the tenant asking him to vacate within a period of 15-30 days failing which you must file an eviction petition in appropriate Court of law. Further and better particulars are needed for an effective opinion.
