Incomplete rent payment - broker refuses to pay token amount to owner

The broker refusing to pay full token amt received by the tenant to the owner. The tenant has to pay outstanding 5k rent for last month to the owner and says the owner to take that amt from the broker. And the broker is refusing. Is there a law as to who is responsible in this case and what are the facts to state to receive the full rent from the tenant?
Well, you can lodge a Police Complaint against the Broker before the concerned Police Station and let the Police do its job of Preliminary Enquiry to figure out : Who is at fault : whether the tenant or Broker? Who is lying : Whether the Tenant or the Broker?
