Haven’t returned deposit - unreasonable deductions

We rented a flat in Pune and have lived there for 2 years. The deposit is 70k. After 2 years we have vaccated the flat on 1st Jan this year and our deposit has still not been returned. The owner of the flat does not live in the same city and has a property manager who takes care of his flat. That property manager was also our broker. Now the owner is saying he can’t do anything as he is not in town and wont return the deposit unless the broker gives a confirmation. The broker has charged us with

Send a legal notice to the owner demanding refund within 15 days. Owner is liable, not the broker. If unpaid, file a civil suit for recovery with interest and costs before the appropriate court in Pune.

give a legal notice to your landlord and broker for return of money, file a criminal complaint for unreasonable deductions on the ground of cheating and criminal breach of trust, if they still don't do anything file a civil suit for recovery of your money and seek damages, compensation.

Send a formal legal notice to the owner and broker for the refund of your ₹70k deposit. If they fail to pay, you can file a case in Consumer Court or a civil suit for recovery of money in Pune as per the concerned provisions of law.
