Ex Tenant not paying electricity charges which he has used

Hi, our ex Tenant is not paying the heavy electricity bill amount which he has used during his stay in our flat in Jodhpur. Now he is not even answering our calls also. I am currently in Pune so not able to travel frequently to Jodhpur. Please suggest what I can do in this case ?
Is there any agreement between the two of you. did he pay any security money to you? if yes you can deduct the money from that amount or you can lodge a complaint and file a case in the court as well.
