Deducted hefty security amount

I shifted to this landlord’s house in 2021 with security amount deposited 90k now after he asked just double rent I shifted tu I new place while I asked to return my security amount that in agreement said shall be returned without charging any interest still he is deducting 38 k
please see the rental agreement, normally they deduct one month rent as painting charges. upon seeing the rental agreement we can make out if its genuine or malafide. based on this document, we can decide further course of action
