Can a tenant be held responsible for faulty meter

I was staying in rented house from Dec'15 to Mar'18. For the last 6 months, e-bill was low (around 90 Rs). I vacated home 3 months back. last week previous home landlord called and said elec: meter was faulty and need to pay INR 10,000 as charges. I told i payed whatever bill came and didn't check whether meter is faulty or not. And even during summer months, bill was around 1900 Rs and i paid same. Can tenant be held responsible for faulty meter installed as the meter is in landlord name. Also there is NO REGISTERED RENTAL AGREEMENT.

This is my response to you:
1. If there is no agreement then you are not bound by anything;
2. Maximum he can send you a legal notice;
3. You reply to that notice and in turn claim compensation from him for mental harassment.
