blockage of essential services to house

Hi, my landlord has blocked all home delivery people from delivering items to my flat(chemist, grocery, swiggy, plumber/carpenter etc). They are asked to keep goods in the lobby with security guards and we have to go down to collect. I went to the police station and they refused to help. I even filed online complaint with the cops and no reply. What should I do?
