Will My Service Be Counted Or Not

I have been working with Railway since December 2007. Before that I worked with Govt of Maharashtra from July 2003. I joined the Railway giving technical resignation of the previous post. I have been fighting with the Railway for 10 years for counting previous service and continuance of old pension scheme. Now the matter is under consideration. But there is a problem. I have withdrew old GPF subscription. Can my service will be counted or not?.Is there any rule by which I can repay old GPF with interest? Please advice.
