what legal action can be taken when there is no promotion?

. 1. As per 1986 sevice rule of Junior engineer are not provision for promotion fron lower categary to JE in the department of Public health engg. govt. of Haryana. 2. despite of it on the relaxaction bases are promoted 14 no. of employees from 4th class to Junior engineer in the dated 10 December 2011. 3. I have passed diploma in the dated december 2011 and achieved diploma in civil engineering March 2012. 4. In the march 2012 I have applied to the department for promotion likely promoted 14 no. of Junior engg. 5. My representation are denied on the bases that No provision in the service rule as per 1986 SR. mentioned above situation , at this stages question arises one time rule one time relaxation. -----------Are this matter challengeable in the court -----?
