Need to seek advice on PF and CTC structuures

Dear Sir,
Myself Dharmesh from the HR division of a growing organization. I need your help on the CTC structure formation. Following are my queries:
1. Does special allowance in any CTC structure attracts PF?
2. Can city compensatory allowance be the final balancing figure in the CTC structure?
3. Is it mandatory to pay PF on special allowance if the earned basic salary is less then 15000?

Answer: Special allowance is part of PF;
2. Can city compensatory allowance be the final balancing figure in the CTC structure?
Answer: City compensatory allowance will be payable apart from the DA and HRA provided the employee is living in a metropolitan city;
3. Is it mandatory to pay PF on special allowance if the earned basic salary is less then 15000?
Answer: No it is not mandatory to pay PF if the basic salary is less than 15,000.
