As per ICAR Rules a person is not qualified for the post but still working. In what section of Law can we Remove him and appoint a qualified person.
You need to file a complaint and also a RTI asking for information and to get authenticity on your claim that the person working is not qualified. once you have the RTI report with you, you can file a case for termination or also move an application to the appropriate authority seeking disqualification
