How to avail long earned leaves in a government organisation

I am working in Govt. Organisation and wish to apply for 60 days earned leaves for attending some preparatory course to appear for higher grade exam in Marine field. But my department is not sanctioning my leave stating verbally that there will be shortage of manpower in the department and won't be manageable without me. I applied two times well in advance but still not considered my case. All other senior grade posts in our department require this higher grade competency, for which I want to be ready if any higher post gets vacate due to retirement or transfer. Kindly suggest me, what are my rights to avail long earned leaves for upgrading myself.

This is my response to you:
1. This would also depend on which Government organisation you are working;

2. This could be useful for you, the CCS Rules: http://www.nitrr.ac.in/downloads/forms/admin/LEAVE%20RULES.pdf ;

3. Under Rule 30 and Sub-Rule (1-A) Half pay leave up to a maximum of 180 days may be allowed to be commuted during the entire service (without production of medical certificate) where such leave is utilized for an approved course of study certified to be in the public interest by the leave sanctioning authority;

4. You must apply again, stating this rule. If they don't allow you can file a Writ Petition before the High Court;
