Gratuity not paid from date of joining

I have worked for 10 continuous years from 1st June 2009 - 9th April 2019 in an MBA institute in Mumbai. My appointment letter says 1st June 2009 and experience letter post resignation says 9th April 2019. My college submitted the gratuity claim form to the pg&s dept wherein they falsely mentioned my doj as June 2011. As per their internal policy gratuity is given only from the date of confirmation and not the doj. Is it legal on their part? What remedy do I have?
This is my response to you:
1. Technically speaking they should pay you from 2009;
2. Considering it was probation period it is still to be calculated;
3. Consult a local lawyer, discuss full facts, disclose your documents and take steps.
