Absorption of terminated LIC temporary assistants

Sir, I have worked in LIC as a temp.Asst. from 30.01.1989 to 24.04.1989.LIC announced a notice to absorb such candidates as per CGIT AWARD DATED 18.06.2001 in ID 27 of 1991. It was informed to submit the application along with all supporting documents within 21.08.2015 to LIC of India, po box no.11511 Nariman point Mumbai. But as I was unaware of this notice, and came to know about this notice on 19.11.2015, I immediately applied in a specified farmat. But the envelope returned to me undelivered. I am having all required eligiblity and supporting documents. Pl guide can I get absorbed
If you are working with LIC as a temporary workmen, then as per the such judgement the corporation has been directed to absorb you.
However, if you are not working with LIC and working in some other organization, then this judgement is not applicable.
