3 years Arrears not given. I'm a management employee

I'm working fr jss institution since 10 years as a lecturer. As per their appointment letter at 5 years they'l make us management permanent employ with scale fixed. But this was done for me at 8 years. Previous 3 years arrears they said they'l give but not yet given. This is my tenth year of service. I hv to quit my job becoz of family problem. Wt to do for my arrears?
