Whether Indian Gorkhas are citizens of India or no?

Dear Sir, Kindly Confirm that the Indian Gorkhas are citizens of India or not. If they are citizens of India in hill areas like Sikkim, Darjeeling, Uttrakhand & West Bengal, so confirm in the other areas of India they will or not citizens of India. I think in hill area they required Gorkha Certificate.In which section they are citizens of India. Can these people apply for Indian Passport. And nother question is that India singned The Treaty of Peace and Friendship in 1950 so these n epalease can apply for Indian passport or will call Indian Citizens.
