Query regarding refusal of UK visa by immigration authority

Hello sir I am mariner before I got my uk visa at 2010 ...I had 6 subject left after completing my sea time onboard I want twice to uk at two short term visa but I was only able to complete 5 subject now I want to go to uk for completing one subject and seat for second officer exam but immigration people refused my visa twice can you please give me the solution for this. Thank you
