No NOC for foreign trip what to do

I have taken foreign trip 2 years back and i m a govt. Employee now some one complain this to my office and a enquiry is set up against me what severe chargers can be given to me?? Will i losse my permant govt job??
Dear Sir,
This is reference to your Query, in reference to the CCA rules 16,17 and 18 you may only get terminated if you are found guilty in a criminal case.
in your present situation kindly contest the department inquiry with consultation of a specialist and file reply to all the correspondences by the department otherwise if charges are proved it would affect your ACR and Promotions in future or The following penalties may, for good and sufficient reasons, which shall be recorded, and as hereinafter provided, be imposed on a
Government servant, namely :–
(i) censure ;
(ii) withholding of increments or promotion;
(iii) recovery from pay of the whole or part of any pecuniary loss caused to
the Government by negligence or breach of any law, rule or order ;
(iv) reduction to a lower service, grade or post; or to a lower time scale or to
a lower stage in the time scale or in the case of pension to an amount
lower than that due under the rules ;
(v) compulsory retirement on proportionate pension ;
(vi) removal from service which shall ordinarily not be a disqualification for
further employment ;
(vii) dismissal from service which shall ordinarily be a disqualification for
further employment.
