Dear Client in such a case you should file application before District Magistrate and mention all the relevant details whatever you are facing about that then you may approach High Court by way of Wrot petition.

You Need to represent your concern to DM of your local area jurisdiction and get direction from High Court. once you get the direction definitely action shall be taken against him. And you have another option, you need to file a civil suit and get compensation from that tandoor owner. For civil suit you need to send him notice through an advocate.
