What are the procedure of restitution of conjugal rights

My friend married recently and at the time of farewell girl's parents refused to send her with his husband. and now more than one month she is living separately with his parents. what should we do.
Application can be filed under section 9 of the Hindu Marriage act if marriage is contracted between Hindus as defined under the Act. However, please note that even if decree is granted, wife cannot be complelled to stay with you.
