After solemnisation of Traditional Marriage you can apply for Marriage Certificate both under the Hindu Marriage Act so also under Special Marriage Act.

Under Hindu Marriage Act you have to apply for Marriage Certificate before Municipality or Municpal Corporation.

Under Special Marriage Act, you have to apply for Marriage Certificate under Section 15 of the Special Marriage Act before Sub Registrar in Cuttack.

You have to give notice of intending marriage Certificate to the Marriage Officer in a prescribed form.

Then the notice will be published for any objection to the Marriage Certificate. In absence of any objection, marriage certificate will be issued in your favour by the Marriage Officer after the expiry of the 30 days objection period.

Note that 3 witnesses will be required for Marriage Certificate.
