To give opinion, it is necessary to scrutinize the documents in support of your contention. It is also necessary to know what was the reason for transferring your property share to your brother by Gift Deed(whether registered). To get my legal opinion professionally upon online payment, you can whatsapp.

you must immediately send him a legal notice and file a suit before the learned court for developing without your consent and forging, both civil and criminal cases can be instituted against both your brother and developer for appropriate measures

since there was a formal agreement which I presume can take the form of contract with witness as your mother to prove it you can bring both civil and criminal action against your brother. I can detail the whole course of action to you but it's better you approach some competent lawyer who will be able to assist you with this whole matter comprehensively. in case you need to avail my service feel free to get in touch.
