You have not mentioned why he is blackmailing you and why you don't take any action against him. It is a vital information without knowing complete fact unable to suggest you but in any case you can approach police for blackmailing.

The drunkard uncle you talking about ,how is he connected to you.I mean is he in your immediate family or a distant relation.Therefore a legal action can be taken on him and he can be implicated in number of criminal cases,but before that a detailed description of what the grievances are between you and him has to be known.Therefore nothing to worry about complaint cases can be pursued against him.
