What to do if there is a typing mistake in an old agreement?

As I had finalised an a flat and submitted all required documents to Bank authorised agent. As agent cleared and indicated to go for Sale Agreement and we did it accordingly. But at final stage of disbursement Final Authority got query about 1st agreement which was made in 1990 where as in agreement had got drafting mistake that is mention Survey No is written right on 1st page by 678 but another pages it's typed 687 so bank final authority has holded file and told to get correction deed with builder to 1st owner but owner coudnt trace out the Builder now and bank is saying it after completing all procedures. Pls Advice on this matter
1. Tracing & Find out the owner is must & mandatory , If you are making of such correction deed .
2. Without the owner , you can't make an correction deed .
3. First , Find out the owner , otherwise consent of relevant authority is must .
