Can a boy from bihar and girl from kolkata apply for a marriage certificate in delhi? They are not staying in delhi.

yes they can apply in Delhi but both of them should have valid aadhar card no matter whatever adress is given both of them need 1 witness each for marriage. Both the witness should also have valid id proof with them

Well, there are other options also to seek Marriage Certificate rather than going to Magistrate or filing an Application online to seek a Marriage Certificate. The other alternate option is to visit the Marriage Registrar personally in his office and you can get a Marriage Certificate by fulfilling formalities over there
