cost depends on circumstances but the real fight is with law you can't transfer the matters from one court to another court with out having strong reason like the issue need the jurisdiction, where you resident also last resident, place of marriage, and last both are resided or cohabitate etc it's difficult to answer for quiry in short need complete details of case and your history we just put before you the provision.. the answer is yes you can transfer the case from one state to another but depending on circumstances of the cases

in this case you have to approach hon'ble supreme court of India for transfer the case inter state.

in respect of access to child you can apply to the family court for the same

you can also claim custody under guardians and wards act
