Dear client second motion chance given after 6 months to parties is only because court thinks that no Divorce be given in haste and both parties should be given some time to rethink upon the situation and only after coming on some definite conclusion they should apply again for final Divorce.
So by that way you can not make bound other party to come and file for the second and final motion in a mutual divorce case. However there are many other indirect ways by that you can pursue or compel second party to come and do so. Pl meet some prudent and experienced Advocate for it.

If your husband not filing second motion petition ,you can file divorce and contest the same on any of the grounds states in the Act and applicable to you, In that case court' notice will be issued to him and he will have to appear and answer in the court of law in India
