No, legally it is not right to marry again without having Divorce Decree. But their are many other ways to get rid of this problem easily and faster. And for other ways, consult a practising lawyer personally.

जी नहीं । आप भले ही किसी भी धर्म से आते हों, किन्तु आप अपनी पहली पत्नी के रहते और उसको बिना तलाक दिये दूसरी शादी नहीं कर सकते। यदि आप ऐसा करते हैं, तो यह कानून में अपराध की श्रेणी में आता है और ऐसा करके आप उस दूसरी लड़की को भी अपराधी बनायेंगे।

Because marriage twice or bigamy is criminal offence. The offence know as bigamy is completed when a person having a husband or wife living. By reason of it taking place during the life of such husband or wife, such person is punishable under/section 494. Thanks and regards advocate Ganesh Shukla.
