Even after multiple efforts and reminder if husband is trying to intentionally delay the process of mutual divorce. Then we can file a new suit under section 13 for contested divorce.
this whole process requires a fresh start , feel free to connect for any further query.

the very basic purpose of divorce by mutual consent and adopting second motion for appearing before court and giving the consent of said mutual divorce is that common number one the party who has appeared before Court me consider not to divorce each other and go back to matrimonial life and settled the old drift and lead a peaceful amicable life and secondly if for any reason the party who has come before the court has given his or her consent under any duress third law extraneous circumstances then the fair play of law demands that one more chance be given to the party to take independent opinion and decision. here in your case it seems that now your husband does not want to to separate himself by way of mutual divorce maybe he is interested in taking you back home full stop as for your relief is concerned it depends on your decision kindly take cool decisions with cool mind life is very long consider your age financial condition and other things, still if you feel you want to divorse your husband there are other Grounds available to a wife to move for divorce from her husband you may take your decision according.
