Hindu ,Non consummated marriage, husband impotent and absconded

Sir am Hindu, my marriage is not consummated it's been 4 years since I got married husband is in abroad no contact/ response from him for past 2 years even if trying to contact by phone/ email. He is impotent and it's proven.. My belongings are with him.. What should I do to get my things back and also I want him to pay maintaince money for me.. Pls advice.
you can file a case under domestic violence act against him, his father, mother, sisters and brothers. you can claim maintenance, jewels,accommodation and property. you can file restitution of conjugal rights or divorce..
