In this regard, I advice you to file a criminal complaint against the neighbour for outraging the modesty of women and then an FIR may be lodged. If supposedly the said FIR doesn’t lodge then you can very well approach the magistrate court thereby seeking registeration of FIR. Dear Client,
if your wife has been abused , that there must be any reason behind , if that reason was base less, and intensionally he has abused for any petty reason, then you should opt for FIR, against him for molesting, stalking her, and add in FIR, that he tried to force to molest her physically, when resisted he started abusing publicly and used to stalk her.
