Dear Sir, Immediately a complaint with police for marrying second time without legal divorce and get him arrested. File multiple cases and attache his properties and block him from selling his property. He cannot use the amount sanctioned in favour his wife. Multiple actions to be taken against him to teach him  a lesson.

As per the law, the husband must take care of his wife and children you can initiate a case on behalf of her and children and claim necessary expenses from the husband income also can initiate criminal action for misuses of cm fund, consult an advocate narrating the entire incident so that you will get crystal advice
