No action taken on FIR for 9 months. what to do

I lodged a fir against a builder and no action taken by IO against builder 420,406 in FIR and there are 15 people in that single fir those who have lodged against him so when will police arrest or shall we go to Hc chandigarh. Police is saying that they are investigating and i think police is hand in gloves with builder also a liquidation case going on against this builder in delhi high court.

Once FIR is registered, & if accused are in custody, police is duty bound to complete investigation and file charge sheet within 60/90 days from registration of FIR. Usually in cases where police wants more time to investigate, or are under influence, they delay investigations. Arrest may not be required in every FIR if accused are co-operating with police, and there is no likelihood of their running away. In the even you want court to direct police for speedy and time bound investigation you may approach High court under section 482 Crpc for necessary directions to police. Sir if the police is not taking any action against your complaint then you can approach the court directly and file a written complaint under section 200 Crpc.. In this scenario court will issue summon to the builder and will ask them to join the trial
The police should file either a chargesheet or a closure soon. They are very late. The Court cannot do much until and unless the investigation report is filed before it. I am of the view that despite pending liquidation proceedings, criminal proceedings dont stop against the said person. You should pressurise the I.O to file the report soon in the local jurisdictional Court.
