False allegetion, mental harrasment

My brother peeing at 12AM in night in the near by gutter to my house, at that time my neighbours dougther came there and make false allegation that he was nude in front of her on second day.
After that her mother tried to beat my brother but he escaped due to self defence in nearby town.
After 9 month he wants to come to his home due to week financial condition and her daughter is a heart patient but the neighbour threating him, but there is no police complaint field from the neighbour (apposition). The apposition party denied for settlement and threatening to beat him.
So what legal action should I have to take in this regard.
Your brother can complain to the Police in advance, and even after if they actually do something against your brother after his return. But there is no legal remedy to stop them from threatening your brother.
