Dear Sir, You can file PCR and request the Court to stay the proceedings of investigation by the Police Station under certain provision of Cr.P.C. You can also file civil case for recovery of cheque amount within 3 years from the date of its expiry as they are considered as negotiable instruments.

There is a time limit for filing or initiating NI cases (cheque bounce cases). The I.O. is right. So the other option available to you now would be to file a Civil suit for recovery of money. You have to bear some Court fees to file the same.
