You should first write/post an application to S.S.P. and D.I.G. of your area...
If no action is taken in 2-4 days then file a writ petition in High Court for Fair and Proper investigation...Then you will definitely get the relief within 10-15 days from High Court...

if police not arrested the accused then you can file a complaint in front of concerned superintend of police of your city.
You can also file an application in the court to know about the progress in the case. it is called progress report. Approach the court to summons the SI and answer in the court
