Whether we can file complaint against builder IN RERA or NCLT

My question is whether I can file case against builder for refund of money with against delay of over 4 years in RERA or NCLT despite fighting against them in state commission in Delhi.
In this regard, i advice you that you can surely file in the NCLT as you are financial debtor after the amendment has been brought in Insolvency Bankruptcy Code. You need to first issue them a Demand notice and Notice for initiation of insolvency proceedings, then you can file an insolvency petition against the errant builder in the NCLT.
