Insufficient car parking provided by builder

Sir, I have registered one flat on 24th may 2019. We had given booking amt on January 2016. While booking builder assured that he will give one 4 wheeler parking each ie 17 flats 17 parking .but today as he has sold one residence in basement he is short of parking area . Plz suggest so that we can get justice. He is showing common parking place without drive way of 263 sqmts which is not at all sufficient. Is this by laws that any builder can give parking without driveway? And driveway is only for 4 cars, no two wheeler parking mentioned ,no visitors mentioned.
You have option to file consumer complaint against the builder for the relief. The builder has violated terms and conditions of the Agreement and also it is oppose to law. therefore approach advocate for proper guidance in view of getting justice from the proper jurisdictional courts.
