How to proceed legally with theft cases during flight journey

I have travelled from Europe to India and have put my gold jewellery in check-in baggage by putting in a TSA lock. But I noticed that my jewellery was stolen after I collected the baggage at my destination. I have raised a complaint with Airlines, they told me they cannot reimburse as per their carriage conditions and there is no response from the airport. I wanted to proceed legally against the airlines & Airport but I'm not sure what are the chances of getting the reimbursement. Please advise

hi if the airlines had lost the baggage in the transit and if they are not refunding then you could file consumer complaint in forum seeking compensation for the baggage lost and could seek damages from them
