Hello,
Firstly- Being a flat owner you are consumer. Therefore you can initiate proceedings against builder for poor services before Consumer Forum.
Secondly- You should serve a 30 days prior legal notice to the builder stating the grievances facing by you alongwith the remedies and compensation you want. If builder is not satisfying your claim on the notice then you can initiate against him.
Thanks

Dear Client,
What are the clauses that were being affected. The builder can be sued if there is any deficiency in service, taking the ground of deficiency of services. You can contact any local Associate for the same or feel free to contact me for further clarification and assistance in the matter.
