Fraud by Packers and Movers not sending goods even after making paymen

I have hired a packers and movers service for shifting my goods from Kolkata to Thane. The deal was finalized at Rs 45000/-. The company assured the goods will reach within 4 days. We made an advance payment of 25000/ while loading. They agreed that the balance amount can be paid at unloading time on the phone. We have come back to Thane but our goods are still stuck in Kolkata. These people are not attending my calls neither they are giving any time frame when the truck will leave for Thane. Today they told me until I pay 10000 more the truck will not start. I am unable to trust these people. If I make the payment then also there is no guarantee that the truck will leave. What should I do??Kindly help.
